Suggestion: make pads cheap, but add more lead time to their construction
With pre-apollo build speed, my next launch pad is still going to take barely a few months to throw up
Launch pads having an intermediate cost, but reasonably high maintenance costs, and being able to build them in arbitrary sizes, seems best to me
