Regression: wrong eclipse project name in run config files

If you create project foo in folder foo then it there no issue
If you create project foo in folder bar then eclispe name is [project]-[folder] so it should be foo-bar
But generated runs in vscode have mostly just foo, sometimes they get correct foo-bar, regression introduced probably in last or two months?
(note: if this value is wrong or missing you cant start debuggin)
