Done:

• add more tests for gas counter logic
• merged Rust-side gas counter speedup Simplify gas metering #5121
• fix gas-counter to return a correct error, with tests (kudos to mina86!)
• finalized wasmer-side design of the fast gas counter: Gas intrinsic proto wasmer#64

In Progress:

• enabling wasmer-side gas counter optimization in nearcore Implement fast gas counting using intrinsics #5200
• investigating significant database slowdown in the old parameter estimator in comparison to the new one.
