Not displaying tool-tip on district level stacked chart.

BUG
When we select district on view by on geographical filter and then hover over district stacked chart, then there is not displaying the tool-tip.

@varun2948 All district is not displayed on x-axis value even in expanded view. Need to Make it scrollable horizontally same like on partnership.

@varun2948 can we make stack chart bar scrollable toward right even on visualization page(Not in expanded only.)

This is fine for now as with that changes other things is getting disturbed so will put this on hold as this is not from client.
