pre-compile executables

We should create an archive with all the tools pre-compiled so that when provisioning we can simply download the archive and unzip it. I experimented with this a little bit but ran into some trouble linking the executables for some programs. This requires some work but it means we would never have to stare at the compilation of adolc, nlopt, and so on.
