As a volunteer I want to update voter file data so I can enhance the movement's ability to connect with the voter.

Acceptance Critera

Volunteer can override the voter's party affiliation from a chooser
Volunteer can update the Voter's name
Volunteer can enter phone number and email address for voter
Volunteer clicks "Update" and the data is stored in the database
