If a raster attribute table (RAT) exists, a user might want to add metadata for it like they would for any other table.

This could raise an interesting design issue, where a RasterResource would need to be described by a RasterSchema and a TableSchema.

I'll put it on hold until we hear more requests. In my opinion an external table like a CSV - with metadata - is a bit more FAIR than a RAT.
