The installation for the windows says to grab a *.dll pre-requesite, but then the link provided is to an EXE installer for what appears to be an unrelated project, "KDE for Windows"

Thanks for reporting on this. Unfortunately, I haven't had any time to work on the Windows stuff and that has held up the next release. Until I find that time, I would refer you to the nysenate forked repo that does have some dll's and some good instructions on how to create them yourself. https://github.com/nysenate/lib_mysqludf_preg

Don't download the exe file on the top, not sure if that's a sponsored download by sourceforge.
Drill down into the latest version folder and download the bin.tar that's respective of your bit architecture and you will find the dll inside the bin folder after it's extracted.
http://sourceforge.net/projects/kde-windows/files/pcre/8.21/

I also installed the pcre-7.0.exe because there was an error saying missing pcre-config and I obtained that from here:
http://sourceforge.net/projects/gnuwin32/files/pcre/

And about the download of mingw, go to mingw.org instead of the wrong listed ming.org.

I couldn't ".configure" this since it kept saying "Can't find libpthread" which I never found the solution for.
