Import Scotland Register of Interests

There is a big PDF released each time, but also the individual MSP page is updated each time.
This would be very similar to our existing UK Parliament scraper - we would need to either have a name matcher (as we do for debates) or get their IDs into people.json.
The results would be free text - the categories don’t exactly match the UK one, but this doesn’t matter because it’s not hard coded anywhere.
