Change toolbar to be fixed to page #164

As a user, I want to be able to access the manage access, copy, version, edit, delete buttons from anywhere on the page.

AC:

Laptop/Desktop:
- toolbar elements are positioned vertically
- toolbar's position is fixed in the right margin
Mobile/Tablet:
- toolbar elements are positioned horizontally
- toolbar is fixed to the top just below nav
