Potential additions to moderation for Alpha 2.

• Custom moderation tools.
• Delayed moderation.
• Merge topics.
• Move posts to a new topic.
• Automated moderation, apply moderation tools automatically for:
  • Posting a certain word or phase
  • Posting a link to a certain domain / URL
  • If a user's first post contains a link, automatically unapprove

Thread/post notes should be added too, after we decide how they should work.

A few further improvements: Cache as much as possible, especially in the MCP. I'd guess a few queries will be cached after fixing #149 but it should be rechecked though. Also the moderation log doesn't show any kind of notice if the log is empty.
