Scheduler merkt sich beim Process/Task-Wechsel, wie lange der Process aktiv sein darf
TickHandler wechselt zum nächsten Process, wenn die aktuelle Zeitscheibe abgelaufen ist (und startete damit eine neue Zeitscheibe)
