Summary

When scrolling I want to have to toolbar stick on the top. The contents should not overlap the toolbar and the toolbar must always be visible

Motivation

Usage of PageContainerToolbar for long pages is not ergonomic, because user has to scroll back to the screen top

Wondering whether we should just provide the page header as a component instead of wrapping the MUI Container
