Move Vaccine Name Details below Active Ingredients so that it can be optional

There are 2 add active ingredients areas (see below)

The one on the top line needs vaccine details to be filled in as a requirement while the one on the bottom line does not. However, if we add active ingredients on the bottom line we will not be able to go back and add vaccine Name details in future.

May need to move Vaccine name details below Active ingredients for vaccine name details to be optional?
