Improved date filtering for Notification Event

Right now notification events are filtered by relative time ranges.

If you need to look back at a particulary time, it's not so easy to find the right record.

mSupply has a date filter component that could be leveraged

Acceptance Criteria

• There's still a quick way to quickly look at recent records (last hour, last 24hrs etc)
• However, there's also a way to filter for a specific timerange
