Is your feature request related to a problem? Please describe

Things can go wrong with the notify server (configurations could fail to render, postgres databases could go offline, etc)
I would be cool to have a plugin to notify admin users of issues they might want to look into.

Describe the solution you'd like

A minimal solution would allow the admin to setup an email address and/or telegram notification and get notified on postgres connectivity issues.

Acceptance Criteria

• Scheduled process checks the system can connect to postgres, if not notifies admin

Additional context

If we implement #192 this becomes more important, as the application can start with no postgres configured...
