Audio Only Proxy Server ?

I just wanted to ask, can yewtube use some kind of external server API to download only the Audio track of a video file from youtube ,
or does it have to download the whole mp4 file and extract / transcode the mp3 track ?

I think still the latter, like most other tools ?

Wouldn't it be nice to have some server in a DataCenter with fast always-on Fibre Connection to internet
that we could instruct to do this for us , so that if we wanted only Audio, we could ask this server to do it for us
and we would have to download only the Audio ?

Are there any such services that do this out there at low cost (< $10 per month) with security in mind which do not spy on us /
sell our identities ?
If not, maybe it would be an idea to crowdfund one ? If you had 1000 people paying say $5 per month, $5000 a month buys alot of
audio streaming server / content delivery network bandwidth !
And would cut down alot on what has to get delivered over the last 1km of copper / WiFi or the Cellular network to end users.
Certainly youtube are not interested in making it easy for people to do that kind of thing -
why can't we organize something like the above for ourselves, to be run on a not-for-profit basis,
without having it taken over by greedy capitalists ?

I know I can rent a Cloud Server to do this, just for me, a very expensive option - with 50-100 people, you could rent a Cloud server
at very low cost to everybody and save everyone involved alot of bandwidth costs.
