Explore options for the Locale-Based Search Experience

As initially filled in https://bugzilla.mozilla.org/show_bug.cgi?id=1771840 we are returning search results which are relevant to the SuMo locale being used, meaning that different locales will return different search results based on the available resources in that particular locale (AAQ or KB content). This can lead to situations in which a user is unable to find the relevant information by using a certain search keyword due to the lack of content in that locale.

As mentioned in #2200 (comment) mixing en-US content in search results for non en-US locale users requires a big platform change and before we start taking concrete steps we need to come up with a clear way of tackling this situation.

This ticket can act as a meta if we decide to go down the path of changing our search functionality but we are also open to simpler solutions like:
