Describe the bug
Initially filled in https://bugzilla.mozilla.org/show_bug.cgi?id=1063790

Moderators have pointed out that a link to the Mozilla Support rules and guidelines should be available for users in some places across SUMO:

On all freemium products AAQ forms (step 3)
Inside the "Post a Reply" section for a posted AAQ question.
