We should update to eslint@9 to support upstream projects (addons-linter, web-ext) moving away from deprecated dependencies.

Dependencies that need updating:

eslint-config-airbnb-base, blocked on eslint v9 support airbnb/javascript#2961
eslint-config-airbnb, blocked on eslint v9 support airbnb/javascript#2961 (same as above)
