[Bug]: granting appeal after a block would send 2 emails to developers

What happened?

Similar with #15288

but this time the version could be signed or unsigned

• a version is blocked (and disabled at block)
• developer is sending an appeal from the email received at block
• version is now flagged for HR
• decision is to reinstate content
• actions done are: unblock (delete block), force enable the add-on, unreject the version and then approve + checking the appeal from dsa section

What did you expect to happen?

At force-enable there's an email sent (at this point the version is not available/approved yet)

Then a second email sent (which is correct)

This may not be an issue (definitely not a big one) but I've decided to file it separately from #15182 where written/explained would have been too long to read.
