[Task]: When banning a user, all of their add-ons should be blocked

Description

When a user is being banned, all of their add-ons should be blocked (soft vs hard is tbd), ideally with a not instantly, but with some short delay of a day (?, tbd) to allow correcting mis-clicks in the admin or correcting mistakes coming from cinder.

Open questions:

• soft vs hard block
• delay time

A few open questions:

• How should that work for appeals made before the block is effective ?
• How should that work for appeals made after the block is effective ? (note: there could be existing blocks for those add-ons already)
• Should Hard vs soft block and delay be customizable ? (increases scope)
