Write script for shavar prod list to be updated at each release #12167

Shavar prod list is taken from this repo. It got out of sync since it’s a manual process to update the version. Let’s have an automated PR for us so every [week/month]? the latest branch is PRed if needs be. The content_blocker_update.sh file SHAVAR_COMMIT_HASH should be update in this PR, and there should be no warning when running the sh bootstrap.sh file for the PR to be merged.
