Currently, release notifications go to me and https://chat.mozilla.org/#/room/#releaseduty:mozilla.org . Let's update the email notifications to go to the proper email list(s).

We still have non-email-lists in https://github.com/mozilla-extensions/xpi-manifest/blob/master/taskcluster/ci/config.yml#L220-L264 .
