Create named pages tab in preferences

We have a Routines tab in preferences, we should have one for named pages too. Currently there's no way to see any of the pages.

I think it could allow deleting pages but not adding them (the phrase works fine). But it can include a suggestion/documentation about the phrase that does create pages.

We need to give this concept a name too. Is "Named pages" good enough?
