:hover for links

There is no visual :hover state for links (other than the cursor turning into a hand). Is this intentional?

Suggestion: perhaps this should be a subtle change of colour (or background colour, like for :focus?).

Since :hover effect is not working on mobile devices, it was intended not to use them.
Anyway we can think to add those effects in desktop devices.
We can begin using the same :focus style for :hover state and then see if they need a background-color change.
