Seperate local and remote bitrate limits

Is your feature request related to a problem? Please describe.
Most households will have much faster local connections than they will have upload speed outside of the local network.

Leaving the bitrate set too high from local use is an annoyance when away from home and needing to change back, leaving it at the lower bitrate (and frame rate setting depending on how large the bitrate difference was) just leaves the user with a worse experience over all

Describe the solution you'd like
Two sliders for bitrate instead of one unified one for a local and remote bitrate, could have one slider both both and a toggle that reveals a second slider for remote/local too

Describe alternatives you've considered
There isn't much of an alternative you can do, maybe have two separate installs of moonlight but that would be too annoying to deal with.

Additional context
If someone is going to handle #1437 then that might be a good time to add the second slider too, not sure.
