Messages will be tagged as "Sending" even if they eventually go through

DESCRIPTION

When there's spotty cell service (ie. it's going in and out), SMS will show the "Sending..." status, as expected. However, they will sometimes go through once there's finally service but not change their status to "Delivered."

STEPS

1. Have bad / spotty cell service (Mint Mobile in my case)
2. Try sending an SMS and wait
3. The message might go through without reading as "Delivered"

EXPECTED

Messages should be marked as "Delivered" when they finally go through.
