DESCRIPTION

I remove a person from the blacklist, and after a while they get back on it. It's like this all the time.

STEPS

Adding a person to the blacklist.
I'm removing them from the blacklist

Haven't figured out what it happens after yet. But definitely not rebooting the phone.
