Make queue local to python app and only add to Spotify queue when the time comes? A hack, but it works. The stream delay will round the timing corners and the python app probably can get song length. Any !skip or etc is passing through chat/directly through python app, so no issues with the rest of functionality I think

Alternatively you can keep a difference map between Spotify queue and real queue. When a user sends !wrongsong python app just remembers to skip this song and allows the user to add 1 more. Even thought technically his song is already in the Spotify queue, it's not in the "real" queue so it's ok
This is probably more complicated than the last suggestion, but it would allow the streamer to somewhat see what's in the queue and partially control it from Spotify app
