질문이 길어 본문에 마저 작성합니다.

메모리가 반환된 공간에 다시 segment를 할당해, 빈 공간을 메우면 단편화가 발생한다고 보기 어렵지 않나요?

-> 빈 메모리 공간에 할당하기 위해 계속해서 더 작은 segment로 나누기를 거듭하면 외부 단편화 발생 가능성이 지속적으로 상승한다고 답변해주셨습니다. 정리해주시면 감사하겠습니다.
