home page scroll behavior

Describe the bug
I have noticed the graphic with "Is the project maintained?", "Are there code reviews?"... has some odd scroll behavior. When scrolling down the page it jitters and does not scroll as smoothly as the rest of the page

To Reproduce

1. navigate to https://hipcheck.mitre.org
2. scroll down on the homepage

Expected behavior
I would expect the graphic to scroll smoothly with the rest of the page
