Should be offering unenrolled runs as enrollable on the product page

I enrolled in https://rc.mitxonline.mit.edu/courses/course-v1:MITxT+14.740x/ for the "no certificate" course run.
Then I unenrolled.
When I went to the product page and clicked the enroll button again it no longer offered this run for enrollment.

Expected Behavior

If I have enrolled in a run, and unenrolled from it, I should be able to enroll again through the product page.

Possible Solution

When finding enrollable runs we should make sure we are not filtering out "unenrolled" runs.

I am not able to reproduce this issue issue any longer. Closing it
