Describe the bug
Cannot create new region categories

To Reproduce
Steps to reproduce the behavior:

Go to Explore Areas, Choose Administrative or Hydrology or Agriculture.
Click on the Plus sign to create a new Region Category3.
Nothing happens. Javascript console says "TypeError: undefined is not an object (evaluating 'this.snackbar.show')"

Expected behavior
A window to ask for Category
