Ensemble manager does not update edited setups #522

Describe the bug
We executed:
https://dev.mint.isi.edu/ethiopia/modeling/problem_statement/rTpJ7skHuH3qCcxAy1q4/kJzhEtBVg2wXIRHugkel/QGwwc8NnfIns7wD46UVf/runs

but it fails. In the log I see the input file as -i2 but the 1.7 API returns:
setup: https://api.models.mint.isi.edu/v1.7.0/modelconfigurationsetups/46ce03cf-4e89-4d09-80b4-d34eca18f02e?username=mint%40isi.edu
input: https://api.models.mint.isi.edu/v1.7.0/datasetspecifications/d31bc2d7-b41d-4c27-ab45-ac2f3f2952fb?username=mint%40isi.edu

To Reproduce
Steps to reproduce the behavior:

Edit a setup with some errors
Execute that setup
Edit the setup and fix the errors.
Execute again.

Expected behavior
The second run should be successful.

Additional context
The model catalog is working on version 1.7

Probably this should be a new feature:

Be able to delete the component cache by model URL.
