HTDateFormat custom offset not considered on player performance history page

Short description of the problem

On player performance history page, the HTDateFormat custom offset is not considered, so weeks start on the wrong day, resulting in the left-most value (numeric week) being wrong.

What steps will reproduce the problem?

Set an HTDateFormat custom offset, then compare the behavior (in regard to numeric week) of matches page with the player performance history page

What is the expected behaviour? What is the actual behaviour? Please provide any relevant screenshots.
