Can not connect to other server writen by C# with [WinError 10061] No connection could be made because the target machine actively refused it.

I tried to connect with code below

sio = socketio.Client()

sio.connect(host_to_emit)
sio.sleep(1)
sio.emit(channel_to_emit, json_data)

then I met Error lines below.

Look at your server and see why it is refusing the connection. There is no information in the client that can help with this.
