cannot use mgauditlogsignin to fetch sign in logs of a specifc users in Mooncake/21vAzure

Error：

also， run with no parameter will hit error either.

could work as document mentioned.

How to reproduce

login to 21v AAD.
using above cmd , then repro. //althou the app already has the proper permision to read audit logs.
