How to create a keyboard layout dll?

Hi,
Thanks for this initiative of making drivers in Rust on Windows :)

I’m interested in making a Rust version of MSKLC as this one doesn’t work very well with dead keys (we’re trying to make a driver for the ErgoL layout)

I’m looking for pointers on how we could achieve that.
