Currently, you can't migrate work items from a team project created with one process template to another created with a different process template. Support for field mapping exists, but not work item type mapping. Suggestion to add support in vsts-work-item-migrator to allow mappings between "Requirement", "User Story", "Product Backlog Item" work item types (the RequirementsCategory types).
