Allow install of devcontainer cli on Remote SSH hosts

Currently, there is a task option to install the devcontainer cli, to enable some command-line scenarios:

However, this only installs the CLI locally and it's occasionally useful to install this cli on the remote machine... for instance, a local CLI makes little sense when you've cloned a repository on the remote machine, and don't have anything local to use with the CLI.
