Problem matcher from here:
https://github.com/Microsoft/vscode-recipes/tree/master/Angular-CLI

doesn't work for angular 8.

This problem was also mentioned here:
angular/vscode-ng-language-service#625

but provided solution doesn't work for debugging scenario because it doesn't have beginsPattern or endsPattern.
