AdaptiveDefrag @statsThreshold having no impact

Using @statsThreshold to force a sample rate on a table seems to have no impact on sample rate. For example using @statsThreshold = 30 on individual tables still results in very low sample rate as determined by MS sample algorithm. Am I missing something here?

After extensive testing, I've come to the conclusion that AdaptiveIndexDefrag does not work as advertised.
