WSL1 Ubuntu installation stucks due to python3.12

Repro Steps

wsl --set-default-version 1
wsl --install Ubuntu

Expected Behavior

Installation completes after a few minutes without any action.

Actual Behavior

Stuck at Installing, this may take a few minutes... with 0% CPU usage and installation never complete without action.

When I kill 'python3.12' in Task Manager or press Ctrl+C, the installation was completed.

When the default version set to 2, installation completes without problem.
