Add 'Request PAUSE Account' link to PAUSE Login Page #2932

Describe the feature
When a user is logged in, there is a way to connect a PAUSE account but no information on how to request/register for an account. Both /account/identities and /account/profile have links to take you to /login/pause. It would be helpful to have a link on the PAUSE login page to the PAUSE account request page: https://pause.perl.org/pause/query?ACTION=request_id

Which problem does it solve?
Helps facilitate new developers in getting set up with a PAUSE account if they don't already have one.

Expected behavior
A link to request a PAUSE account on the PAUSE login page.

A PAUSE account is only needed if you want to upload something to CPAN.
I think the link text could be "What is a PAUSE account and why/when do you need one?"
That could go to a MetaCPAN help page which explains (a) what a PAUSE account is, (b) what it's for, and (c) what benefit you get from linking a PAUSE account to MetaCPAN.
And then it can link to the PAUSE page for creating an account.
