When performing a query to the endpoint /v1/rating, such as curl https://fastapi.metacpan.org/v1/rating?from=40&q=HTTP&size=20, all the array elements contain the value PLACEHOLDER for the properties author and release.

Is this the expected result, or is this a bug?

The ratings end points should probably just be removed. CPAN Ratings has been decommissioned.
