Make keyboard layouts easier to enable out of the box

Hi,

What do you think if we made the keyboard layouts as easy to enable as M-x meow-qwerty-enable or similar out of the box?

For example,

I have this feature-emacs-meow in RDE that handles such a thing but it would be cool if meow just provided this upstream:
