One failed matview refresh causes all matview refreshes to fail

A single bad matview(ownership or syntax problem) will result in all materialised views not being refreshed. When working collaboratively in a database (eg. data scientists, vendors, medic personelle, partner personelle) this can mean that one mistake from one person results in live-site incident with stale data and stale queries for all.

It will be good if a fix is implemented as soon as possible. This is highly impacting Muso's internal dashboard that is supposed to provide them with details on their worker's weekly activities.

@Marina-Kenf This is a longer-term fix and it will take time - we likely shouldn't count on it urgently. In the meantime, please work with the SRE team to mitigate the impacts that are happening with Muso - we gotta be vigiliant to get permissions right and ensure there are no crashing matviews.
