this might be quite helpful to programmatically accept system dependencies for packages, as well as non-pkg projects.
Better than futzing around with the docker containers, we might even consider this the default solution to specify system dependencies.

can either run this as part of the install step (https://github.com/maxheld83/ghactions-install-deps) or maybe in a separate action.
