Auto complete is not working for issue create slash command. #1152

Summary:
When the user uses the slash command "/jira issue" they do not get the option of creating the issue as mentioned in the screenshot below,

Also, no suggestion is provided while writing down the create command,

Steps to reproduce:

  1. Connect the Jira account to your mattermost.
  2. Use the slash command "/jira issue".
  3. Check the suggestions.
